A committed call proves what was said, when, and by which key. It does not prove that the call was right. Calls are committed on chain by the call plate's provider key; the author's signature is bound into each call's input hash. This tier field carries no inference evidence for a call record. The record proves only that this hash existed at this slot together with the author key's signature. Each outcome is a mechanical result of rules committed with the call before it resolved, checked against Coinbase Exchange public 1-minute candles, a single centralized price source. It does not prove forecast quality or returns.
